1. Operator and Nature of the Service

ParceTV (“parcetv.com”) is a software-enabled video chat roulette application operated by Thirteen Labs Inc, a Delaware corporation with its principal place of business at 8 The Green STE R, Dover, DE 19901, United States (“Company,” “we,” “us,” or “our”). The Company acts exclusively as a software service provider and technology intermediary. We furnish the technical infrastructure, networking, and software necessary to facilitate real-time video and audio communication between end users. We do not create, curate, edit, or endorse any user-generated content. We do not act as a publisher, broadcaster, or content producer. The transmission of data between users occurs pursuant to our provision of hosting and connectivity services; the Company is a neutral conduit and platform provider and does not assume responsibility for the substance of communications carried over its systems.

2. Prohibited Content and Acceptable Use

Use of the ParceTV service is subject to our acceptable use and content policies. The following categories of content and conduct are strictly prohibited on the platform and may result in immediate suspension or permanent termination of access, in addition to any other remedies available at law or in equity. The Company expressly prohibits and does not permit: nudity, pornography, obscenity, or any sexually explicit or sexually suggestive content; content that depicts, promotes, or solicits sexual activity; content that sexualizes minors or could be construed as child sexual abuse material or related exploitation; content that depicts, glorifies, or promotes violence, gore, or graphic injury; content that promotes, facilitates, or depicts the use or distribution of illegal drugs, controlled substances, or drug paraphernalia; content that promotes, facilitates, or incites criminal activity, fraud, harassment, stalking, threats, or intimidation; content that promotes terrorism, self-harm, or violence against others; and any other content or conduct that violates applicable law or that the Company, in its sole discretion, deems harmful to the service or its users. The Company maintains a content moderation function that actively reviews and processes user-submitted reports. Violations may be addressed through account restriction, suspension, or permanent ban. The Company reserves the right to cooperate with law enforcement and to preserve and disclose information as required by law. Notwithstanding the foregoing, the Company does not monitor live video or audio in real time and does not guarantee detection of all prohibited content; users remain solely responsible for their own conduct and for ensuring that their use of the service complies with these policies and applicable law.

3. User Responsibility and Third-Party Content

All content exchanged through the ParceTV service is generated by users and transmitted peer-to-peer or through our technical infrastructure. The Company does not create, control, or assume responsibility for the accuracy, legality, or appropriateness of any user-generated content. Each user is solely responsible for his or her own conduct, communications, and content. The Company disclaims any liability for the actions, statements, content, or conduct of third parties, including other users of the service. By using the service, you acknowledge that you may be exposed to content that you find objectionable and that the Company has no obligation to monitor or remove such content except as required by law or as set forth in our policies. The Company’s role is limited to the provision of software and infrastructure services; we do not act as a guarantor of the character or behavior of any user.

4. Limitation of Liability and Disclaimers

The ParceTV service is provided on an “as is” and “as available” basis. To the maximum extent permitted by applicable law, Thirteen Labs Inc and its affiliates, officers, directors, employees, agents, licensors, and service providers disclaim all warranties, whether express, implied, statutory, or otherwise, including but not limited to implied warranties of merchantability, fitness for a particular purpose, non-infringement, and any warranties arising from course of dealing or usage of trade. The Company does not warrant that the service will be uninterrupted, error-free, or free of harmful components. In no event shall the Company or its affiliates be liable for any indirect, incidental, special, consequential, or punitive damages, or for any loss of profits, revenue, data, goodwill, or other intangible losses, arising out of or in connection with your access to or use of the service, your inability to access or use the service, any content or conduct of users or third parties, or any other matter relating to the service. The foregoing limitations apply whether the alleged liability is based in contract, tort, negligence, strict liability, or any other theory, and even if the Company has been advised of the possibility of such damages. Some jurisdictions do not allow the exclusion or limitation of certain damages; in such jurisdictions, the Company’s liability shall be limited to the greatest extent permitted by law. The Company is a software service provider and technology intermediary only and shall not be liable for the actions, content, or conduct of users or any other third parties.

5. Information Collection and Use

In the course of providing the service, the Company may collect and process certain technical and usage data, including but not limited to device identifiers, IP addresses, session identifiers, browser or client information, and metadata necessary for the operation, security, and improvement of the platform. Video and audio streams are transmitted in real time between users and, where technically feasible, peer-to-peer; the Company does not routinely store or record the content of video or audio communications. The Company may retain data associated with user reports, account activity, and safety or enforcement actions as necessary for the administration of the service, compliance with legal obligations, and the protection of the platform and its users. Such data may be used for abuse prevention, content moderation, and operational purposes. The Company does not sell user personal information to third parties for marketing purposes. Additional details regarding data practices may be set forth in separate documentation or in updates to this policy.

6. Reports, Moderation, and Enforcement

The Company maintains a content moderation team that actively reviews and processes reports submitted by users. When you submit a report, we may use the information you provide, together with relevant technical and account data, to investigate the reported conduct and to take such action as we deem appropriate in accordance with our policies. We do not guarantee any particular outcome or timeline. Decisions regarding account restrictions, suspensions, or other enforcement measures are made at the sole discretion of the Company and are final with respect to the operation of the platform. The Company may preserve report-related information for safety, legal, and operational purposes. Nothing in this policy shall be construed to impose upon the Company any duty to monitor content in real time or to take any specific action in response to any report.

7. Modifications to This Policy

The Company reserves the right to modify, amend, or update this Privacy Policy at any time. Changes will be effective upon posting to the service or upon such other notice as the Company may provide. The “Last updated” date at the top of this document will be revised to reflect the effective date of the most recent version. Your continued access to or use of the ParceTV service after the effective date of any changes constitutes your acceptance of the revised policy.
